Frequently Asked Questions about General Health Insurance

1. When will the General health insurance system be implemented?

The General health insurance system will be implemented gradually starting from January 1, 2026.

2. What is the difference between General health insurance and medical services provided by the state order?

The differences lie in both the structure of the package and the amount of compensation. However, like services provided under the state order, everything begins at the primary care level. If necessary, further treatment is organized upon referral from a family doctor or pediatrician — from specialist consultations to inpatient care, except in emergency cases.

3. Who will be included in the insurance system at the first stage?

  • Citizens and residents of the Republic of Armenia
  • Persons under 18 years of age
  • Persons aged 18 to 23 who are without parental care
  • Persons up to 26 years old in the proce3ss of general education and without parental care
  • Citizens over 65 years old
  • Persons with disabilities of groups 1–3, having severe, serious or moderate functional limitations
  • Family members of deceased military personnel
  • Participants in the liquidation of the Chernobyl accident
  • World War II participants and persons equated to them
  • Convicts
  • Former military personnel receiving a disability pension
  • One parent, adoptive parent, guardian, or custodian of a child with a disability
  • Families with low income in cases established by Government resolution
  • Persons with a salary of 200,001 AMD and above
  • Individual entrepreneurs and notaries with total revenue of 2,400,001 AMD and above

4. Will individual entrepreneurs be included in the insurance system?

If their turnover is 2,400,001 AMD or more, and they submit reporting by April 20, 2026, they will be included in the system. The insurance premium must be paid as a single payment for 12 months by April 20, 2026.

5. What is the cost of the insurance package?

The insurance package will be the same for everyone:

  • Annual cost: 129,600 AMD
  • Monthly cost: 10,800 AMD

6. For whom will the insurance premium be fully compensated by the state in 2026?

  • Persons under 18 years of age
  • Persons aged 18 to 23 without parental care
  • Persons up to 26 years old continuing general education without parental care
  • Citizens over 65 years old
  • Persons with disabilities of groups 1–3, having severe, serious, or moderate functional limitations
  • Family members of deceased military personnel
  • Participants in the liquidation of the Chernobyl accident
  • World War II participants and persons equated to them

7. How will the insurance premium be compensated for those earning 200,001 to 500,000 AMD?

For citizens with a salary of 200,001 to 500,000 AMD, most of the insurance premium in 2026 will be compensated by the state. Specifically, of the 5,500 AMD allocated to the “Zinpak” fund, 4,500 AMD is directed to the Insurance Fund. An additional 6,000 AMD will be compensated from the state budget. Therefore, citizens in this group will pay only 300 AMD per month.

8. How will the insurance premium be compensated for those earning 500,001 to 1,000,000 AMD?

For citizens with a salary of 500,001 to 1,000,000 AMD, of the 8,500 AMD allocated to the “Zinpak” fund, 7,500 AMD is directed to the Insurance Fund, and the remaining 3,300 AMD is withheld from their salary. However, in 2027, they can fully recover this amount through the personal income tax declaration system.

9. How much will be withheld monthly for citizens earning 1,000,000 AMD or more, and can they receive compensation?

Citizens earning 1,000,000 AMD or more will continue to allocate 15,000 AMD to the “Zinpak” fund. They fully pay the monthly insurance premium of 10,800 AMD but can recover 4,000 AMD next year as a social credit.

10. Will social package recipients be included in the insurance system?

  • Recipients whose salary is 200,001 AMD or more will be included in the insurance system at the first stage (from January 1, 2026). Their insurance premium will also be compensated: of the 5,500 AMD allocated to the “Zinpak” fund, 4,500 AMD is directed to the Insurance Fund, and they can also use their social package amount (6,000 AMD per month) for the insurance premium.
  • Recipients with a salary less than 200,000 AMD will continue receiving services under the social package.

11. Will insurance premium compensation be automatic, or does the citizen need to take action?

  • Citizens do not need to take any action. The only exception is social package recipients: they must submit an application once to redirect their social package amount to the Insurance Fund instead of receiving it in their account.

12. When will the first insurance premium deduction from salaries of citizens earning 200,001 AMD or more occur?

  • The insurance premium must be paid by January 20.

13. What management structure will be established for implementing the health insurance system?

  • A fund will be established, a board of trustees will be formed, and the director will be appointed based on a competitive selection.

14. What is the main goal of the health insurance reform?

15. When will citizens be notified that they are included in the insurance system?

  • Citizens will be informed about their inclusion in the system before January 1.

16. How will a person confirm their consent to be included in the insurance system, and how will they be informed?

  • Step 1: The citizen receives an SMS notifying them of inclusion in the insurance system and the need to give consent.
  • Step 2: The citizen registers in the “Armed” app and confirms consent with one click.
  • Step 3: If the citizen has no access to the electronic app, they can confirm consent through their family doctor, outpatient therapist, or nurse.

17. Where can insured medical care be received?

  • Medical care under the insurance system can be obtained in both public and private medical institutions by presenting the insurance certificate.

18. Where can one find the full list of diseases, diagnoses, screenings, and medicines included in the insurance package?

  • The full lists will be available in the “Armed” app, as well as on the official websites of the Ministry of Health and the Fund.

19. If a citizen becomes unemployed after joining the insurance system, will they continue paying the premium?

  • Upon becoming unemployed, the citizen registers in the temporary disability system and receives a certain amount. During these months, they must also pay the insurance premium. Once a citizen joins the insurance system, they remain in it for 12 months, regardless of whether they meet inclusion requirements during this period.

20. What penalties apply for non-payment of the insurance premium?

  • Non-payment will result in suspension of insurance package services.

21. Does the insurance package cover the cost of medicines?

  • Medicines not fully covered can be paid for by the citizen through an additional contribution.
